EU Product & E-commerce Compliance

Before your product goes on sale in Europe, let's get the compliance structure clear.

Product safety, packaging and producer-responsibility obligations depend on the product, the sales country, where the manufacturer is and how you sell. We start by mapping which obligations actually apply.

01Compliance map

Not every product needs every registration.

The right compliance path starts with classifying the product and your role — not with buying registrations.

These answers determine whether LUCID, EPR, GPSR, a responsible operator or other product-specific rules apply.

  1. 01

What is the product, and which category does it fall into?

  2. 02

Which countries will it be sold in?

  3. 03

Does the packaging reach the end consumer?

  4. 04

Is the manufacturer established in the EU?

  5. 05

Who is the importer, and what's your supply-chain role?

  6. 06

Which channel will it be sold through?

02Four separate concepts

LUCID, EPR, GPSR and the responsible operator are different things.

Each rests on different legislation and a different trigger; none replaces another.

Scope

LUCIDPackaging obligations in Germany

EPRStreams such as packaging, electronics and batteries; by country and category

GPSRSafety of consumer products across the EU

RPAn EU-established economic operator for products in scope

Trigger

LUCIDPlacing packaged goods on the German market for the first time

EPRPlacing products in a relevant category on a country's market

GPSRPlacing a product in scope on the EU market

RPA product in scope being placed on the EU market

A single registration?

LUCIDNo; system participation and reporting are usually required too

EPRNo; separate registrations by country and category

GPSRNot a registration or certificate; ongoing obligations

RPNot a service name but a role defined in law

A general framework; each product is assessed separately.

LUCID

LUCID is where German packaging obligations begin.

Companies placing packaged goods on the German market for the first time — including online sellers and companies based abroad — must register in the ZSVR's LUCID register before selling. Registration alone isn't enough: for packaging that reaches end consumers, system participation and regular volume reporting are usually required too. Marketplaces are obliged to check registration and participation.

What we assess

  • Packaging type
  • Producer role
  • System participation
  • Volume reporting
  • Marketplace checks

EPR

EPR isn't one European registration.

Extended producer responsibility is applied country by country for streams such as packaging, electrical and electronic equipment and batteries. Producers generally register separately in each Member State where they first place products on the market; Germany, France and other countries have different rules.

What determines it

  • Product category
  • Sales country
  • Producer role
  • Sales model

GPSR

GPSR isn't a certificate — it's a general product safety framework.

The General Product Safety Regulation (EU) 2023/988 has applied since 13 December 2024. It covers product identification, manufacturer details, warnings and safety information, and traceability; online offers must show the manufacturer and, where required, the responsible person.

What comes up in practice

  • Product identification
  • Manufacturer details
  • Warnings & safety information
  • Traceability
  • Distance-sales information

GPSR ≠ CE marking: CE applies only to products under EU harmonisation legislation that requires it; not every product needs CE.

Responsible economic operator

An EU-based responsible operator: who, and when?

A product covered by GPSR can't be placed on the market without an economic operator established in the EU who carries out product-related tasks. Depending on the situation, this can be an EU manufacturer, the importer, an authorised representative with a written mandate or — where none of these exists — an EU fulfilment service provider.

Who can take the role

  • EU manufacturer
  • Importer
  • Authorised representative
  • Fulfilment service provider

The term “EU Responsible Person”

One standard arrangement for every seller

Other product legislation can define different roles; the assessment is made product by product.

03Marketplaces & product-specific rules

Marketplace approval doesn't mean legal compliance.

Amazon and other marketplaces may request compliance information and restrict listings when it's missing. Marketplace approval doesn't prove legal compliance, though — and legal compliance doesn't guarantee approval. Depending on the product, rules beyond LUCID, EPR and GPSR may also apply.

This service is compliance mapping; it doesn't provide testing, certification or notified-body services.

Who it's for

Who might this service suit?

Because obligations vary by product and role, each business is assessed individually.

Frequently Asked Questions

About EU product compliance

See all questions
What is LUCID?

LUCID is Germany's packaging register (ZSVR), where companies placing packaged goods on the German market register. Registration must be done before the goods are first offered for sale in Germany.

Is LUCID the same as EPR?

No. LUCID is the register for German packaging obligations. EPR is the broader principle of producer responsibility, applied country by country to streams such as packaging, electronics and batteries.

Does every Amazon seller need LUCID registration?

Sellers placing packaged goods on the German market for the first time — including those based abroad — must register. Who counts as the producer depends on the role in the supply chain, and registration alone isn't enough: system participation and reporting are usually required too.

What is EPR?

Extended producer responsibility makes producers responsible for their products once they become waste. It applies to categories such as packaging, electrical and electronic equipment and batteries.

Is there one EPR registration for all of Europe?

No. Producers generally register separately in each Member State where they place products on the market, and for each relevant category.

What is GPSR?

It's the EU General Product Safety Regulation (EU) 2023/988, applicable since 13 December 2024. It sets general rules on consumer product safety, traceability and the information provided at the point of sale.

Is GPSR a certificate?

No. GPSR isn't a certificate or a one-off registration; it's a framework of obligations that applies for as long as the product is on the market.

Does every product need CE marking?

No. CE marking only applies to products covered by EU harmonisation legislation that requires it, and it must not be used on products outside that scope.

What is an EU Responsible Person?

It's a commonly used market term. Products covered by GPSR need an economic operator established in the EU who takes on product-related tasks; depending on the situation this can be the manufacturer, importer, authorised representative or a fulfilment service provider.

Does every non-EU seller need a responsible person?

Products in scope need an economic operator established in the EU, but who takes that role depends on the product and the supply chain. Not every seller needs the same arrangement.

Can Amazon remove a listing for compliance reasons?

Yes. Marketplaces can restrict listings when compliance information or documents are missing. Marketplace approval doesn't prove legal compliance, though — and legal compliance doesn't guarantee approval.

Can you work out which requirements apply to my product?

We map the likely obligations by assessing your product, packaging, sales countries and supply-chain role. Where testing or certification is needed, accredited bodies may need to be involved.
